A South Dakota man was arrested over the weekend for his eighth offense of operating under the influence.
According to court documents, Juan Howell, 33, of Pierre, South Dakota, was driving north on Interstate 29 near Sloan, Iowa when an officer saw his car without license plates on the front or rear.
The officer conducted a traffic stop Sunday night around 10:30, and the car pulled into a rest area. After requesting license and insurance, Howell allegedly admitting to not having a driver’s license due to it being revoked for previous DUI charges.
The officer reported that Howell had blood shot and watery eyes, slurred speech, and the smell of alcohol on his breath. Upon asking, they say that Howell admitted to drinking before leaving Omaha. He refused breath tests, allegedly admitting that he would probably blow too high.
Howell has seven previous OWI convictions over the last 12 years.
Howell was arrested for his 8th offense of operating while under the influence and cited for driving without a license. He is being held in the Woodbury County Jail on a $25,000.
