ONLY ON 9: Dog found emaciated on side of highway, authorities searching for owner

They’ve named him Rocky because he’s a fighter, a search is underway tonight for owners to a dog found emaciated on the side of the highway.

This dog was found by a passerby on the side of K64 on D12 in a ditch. Woodbury County deputies brought him in to Sioux City Animal Adoption and Rescue this afternoon.
 
He is a black lab about 5-8 years old, blind,  emaciated, and lethargic. Staff knows he’s had a home before because he’s neutered, and the rescue center is looking for information that will lead to finding his owners.
 
“Somebody could be desperately missing him, and if that’s the case we’re hoping to reunite him with his owners. If he has not been lost by somebody, then somebody has dumped him and if they have dumped him, then we would like information to help us to try and find who the people are that would’ve dumped him” says Cindy Rarrat, Sioux City Animal Adoption and Rescue Owner.
